At JTC’s December 2025 webinar about reframing the conversation around the EB-5 visa program, the panelists agreed that one of the most important ways EB-5 professionals can support the future of the program is to highlight some of the EB-5 success stories. By explaining how EB-5 investment capital has helped immigrant investors and U.S. communities through EB-5 investment that might otherwise not have been made available, we can help lawmakers understand why this vital program should be allowed to continue.

How priority processing accelerated rural EB-5 investment

In a new article for Forbes, JTC Head of Specialty Administration/General Counsel – USA Jill Jones covers how EB-5 has impacted rural communities since the passage of the EB-5 Reform and Integrity Act of 2022 (RIA), which set aside 20% of all available EB-5 visas for investors of rural projects. These investors are also able to take advantage of EB-5 priority processing, which has caused a surge in demand for rural EB-5 investments. The result has been an influx of capital towards projects that otherwise may have struggled to get going.

“Many projects based in rural America face challenges that urban projects do not, such as lower potential returns and less exposure, leading to smaller customer bases and higher relative costs,” says Jones in the article. “EB-5 provides the capital these projects need, enabling development that stimulates local economies.”

Beyond real estate: essential services supported by EB-5

And while many may associate EB-5 with real estate development, once one digs down into the types of projects being brought to rural areas, it’s easy to see the essential services that are being made available through EB-5 financing.

“This approach has enabled projects such as medical facilities, which expand access to healthcare, and infrastructure improvements, which help bring broadband connectivity to underserved areas,” says Jones.

Job creation and economic impact of EB-5 in rural communities

One thing we’ve learned through the data that’s been collected is that EB-5 has effects that go far beyond the initial project. Rural communities in particular can benefit not only from jobs directly related to the EB-5 project, but from the additional economic impacts of a large-scale development.

“These developments may generate demand for housing, healthcare, retail and other services, potentially boosting local employment, increasing wages, strengthening small businesses and enhancing tax revenue by the billions,” says Jones.

How Rural EB-5 projects benefits investors and communities

Overall, the RIA’s EB-5 reserved rural visas have been a big success. They have increased demand for rural EB-5 investments  in previously-underserved areas, allowed investors from retrogressed countries to seek US permanent residency through EB-5, and uplifted communities through investment that might otherwise not have reached them.

“These investments are not only pathways to U.S. residency; they are catalysts for economic transformation, supporting job creation, local business growth and infrastructure development in areas that have historically struggled to attract investment,” says Jones.
