JTC Fund Solutions (Ireland) Limited is a new company, currently seeking regulatory authorisation for Q2 2022. As a JTC Centre of Excellence, we will provide a full suite of fund administration services to closed ended, limited liquidity and hedge fund vehicles on site.

The Head of Compliance and Risk Fund of JTC Fund Solutions (Ireland) Limited will be a key member of the local senior management team and as a member of that team play a lead role in the strategic build out, business development and cultural evolution of the office.

Purpose of job

Leading by example and living up to our corporate values, the successful candidate will lead the Compliance and Risk function coordinating the service, taking responsibility for assigned deadline management and the overall quality of deliverables to the business. They will participate in local and global initiatives covering Compliance and Risk and associated services, where experience may lend itself. They will be the appointed contact for the Company with the Central Bank of Ireland (the “CBI”). They will work collaboratively and pro-actively with the senior management team to implement processes, enforce policies and procedures and abide by the Central Bank of Ireland’s fitness and probity regime as it applies to the role.

This role is a Pre-Approval Controlled Function (PCF 14 / 15) and any candidate will have to be approved by the Central Bank of Ireland and will be required to be subject to its Fitness and Probity regime.

Essential Requirements
  • Significant experience in the Compliance and Risk function, ideally within financial services
  • Proven record of industry experience
  • Expensive experience of working in a leadership role
  • Experience of reporting at executive and Board level
  • Excellent knowledge of Irish regulations ( including AML) as they pertain to Compliance and Risk requirements and best practice
  • Clear and current understanding of the regulatory obligations and the reporting obligations of a fund services Company
  • Previously approved in a Compliance and Risk PCF role (or other regulators equivalent) or currently in a CF role (or other regulators equivalent) will be advantageous
  • Excellent written and oral skills
  • Demonstrable record as a leader and mentor with solid communication skills
  • Demonstrable track record in improving management reporting processes and environment
  • Ability to build relationships with stakeholders across the business
  • Ability to work on own initiative, prioritise workloads & meet deadlines
  • Flexible approach to work
  • Ability to review and resolve complex issues
  • 3rd level degree, compliance /risk related qualification
Main Responsibilities and Duties
  • Assumes ultimate responsibility for the successful management of an extensive and varied workload, including the provision of a professional risk and compliance services to the “internal client” Leads on risk and compliance matters (including making jurisdictional regulatory notifications)
  • Works in close cooperation with the senior members of the global Compliance and Risk function
  • Assumes oversight of compliance monitoring functions and works closely with internal audit team to identify and manage internal operational and business risks;
  • Responsible for the design, implementation and execution of the Company’s Compliance Monitoring Plan
  • Assists in the management and monitoring of business risks of the Company and oversees specific risk functions where required, developing, enhancing and integrating related policies and procedures where appropriate;
  • Oversees regulatory compliance of the Company to ensure it maintains robust arrangements for complying with local financial services regulations and legislation and reports any deficiencies or regulatory risks;
  • Ensure that all regulatory reporting requirements are tracked and completed for the Company
  • Act as the Company’s Money Laundering Reporting Officer
  • Facilitates and supports in relation to suspicious or unusual transaction reporting and risk-escalated and contentious matters, including complaints and legal disputes.
  • Develop and maintain a positive relationship with the Central Bank of Ireland
  • Leads on Compliance and Risk matters and regulatory due diligence
  • Leads, inspires and motivates the team members to ensure an effective, efficient and harmonious working environment, promoting Company values and supporting the unique stakeholder culture;
  • Assumes and carries out other duties, as may be necessary, to facilitate the effective functioning of the Company and it Compliance and function.
  • Maintains key relationships with Division Head, Chief Risk Officer, Risk & Compliance colleagues in all jurisdictions, the Company CEO and senior management team, internal audit teams, clients, regulators and industry professions and influencers
  • Ensure a robust process is in place to review and authorise new client accounts, ensuring that forms have been completed satisfactorily and full KYC has been carried out
  • Assist in the preparation and delivery of compliance training and awareness programme in Company training systems. Identify and investigate and advise on any potential rule breaches, providing options available to manage and mitigate them
  • Testing, monitoring and reporting on internal control function effectiveness for risk assessment and supporting the improvement of vulnerabilities
  • Ensure all Compliance and Risk policies are regularly maintained and current to relevant legislation and guidance
  • Set and maintain a strong compliance culture in the business
  • Provision of pro-active advice to business management in the development of policies and procedures, designed to achieve and ensure compliance with corporate and regulatory requirements and corporate policies.
  • Represent Compliance on any relevant committees, reporting on Compliance priorities and issues, monitoring, executing and reporting business risk management pursuant to direction from the Board of Directors.
  • Attend and present at client board meetings, Company board meetings, industry events and business development opportunities
  • Adheres to CPD requirements in accordance with qualification level and in-house procedures.
  • Develops self, and ensure knowledge in relevant field at all times.
